Dr. Peter Ramsaroop was appointed Chief Investment Officer of the Government of Guyana and Agency Head of the Guyana Office for Investment by His Excellency, Dr. Irfaan Ali, President of the Cooperative Republic of Guyana, on October 2, 2020. In his roles, Dr. Ramsaroop spearheads initiatives in Foreign Direct Investments (FDI) and Local Content Investments (LCI) for Guyana. He also serves as the President of the Caribbean Association of Investment Promotion Agencies (CAIPA), where he leads CARICOM’s integrated strategy for investment and export promotion.
Dr. Ramsaroop brings extensive experience from the private sector as a successful entrepreneur, having founded and managed numerous multi-million-dollar startups, along with holding executive roles in Fortune 500 companies. His leadership background includes service in the United States military, where he is a decorated war veteran with assignments at the Pentagon and during the Persian Gulf War (Operation Desert Storm).
In addition to his professional accomplishments, Dr. Ramsaroop is an accomplished author, having published works such as Surfing the Leadership Wave and Hope for Our Nation: Vision 2020. He has also served as an associate professor at renowned universities worldwide, further contributing to his legacy as a leader and educator.
SUMMARY:
Dr. Ramsaroop has served in Senior Executive Management roles in both public and private (Fortune 500) companies. He was the Chairman of RoopGroup Investments (Guyana), Former Chairman and CEO of Evolvent Inc – A Washington DC based Cyber Security Company and Chief Operating Officer of UltraLink, an Allianz (AG) company. He also served as a Consultant to NASA.
He served as a US AIR Force Military Officer (Retired) with service during the Persian Gulf War (Desert Shield/Storm -Southwest Asia) and assignments at HQ, United States Air Force (Pentagon). Served in various functions in Base Operations including NATO Assignments in Europe and Command Headquarters at Tactical Air Command, Air Mobility Command and US Transportation Command. He held an historical four ranks in one year, two enlisted and two officers ranks.

Dr. Ramsaroop holds a Ph.D. in Management and Public Policy. He also holds an MBA with emphasis in economics and technology from the University of Missouri-Columbia. He also has two Associates degrees and a Bachelor of Science Degree in Finance/Management from Park University, Parkville, Missouri. He is a graduate of the USAF Air University Air War College and Squadron Officer School.
